Step 1) Open up Paint Shop Pro
Step 2) Get an image to use. I've chosen this Image:

Once you have an image, paste it on PSP(Right click, then paste as new image)

Step 3) Go to "Effects" and then go to "Texture Effects", then "Blinds".

Step 4) Once You click on Blinds, a box comes up. Set all of your settings like mine.

Step 5) Now you've got blinds on your image. To make it more nicer, do "ctrl + C", "ctrl + Z", "ctrl + L". This will create a new layer which the blinds are on.

Step 6) Go to your "Layer Palette" and on your new layer where it says "Normal", click on it and change it to "Overlay".

Step 7) Your image should now look like this.
