Step 1) Open up Paint Shop Pro
Step 2) Get an image to use. I've chosen this Image:

Once you have an image, paste it on PSP(Right click, then paste as new image)

Step 3) Right click and copy that image, then paste it onto that same image by right clicking and click "Paste As New Layer".

Step 4) Go to your "Layer Palette" and for your new layer click on the boxed area that says "Normal" and change it to "Hard Light".

Step 5) Your image should look like this when you use Hard Light:
